NEED:
Frequently many public citizens need to pay thier property taxes with a credit card, in person. This causes a significant and unnecessary financial burden on county governments as then they have to pay for credit card processing fees. For legal reasons counties are not allowed to add an extra processing fee for the payer to offset this cost, however non-government entities do have the legal jurisprudence to do so. Counties need a way for consumers coming on their premises to be able to pay their taxes with a credit card through these non-government agencies so the payer saddles this fee themselves - a fee that would otherwise be paid through a tax base that is already appropriated for other purposes.

SOLUTION:
An interactive touchscreen Kiosk is placed where taxes are paid in person that acts as a secure portal to one of these non-government payment gateways. These kiosks work with 3rd party payment gateways for those counties who already have a 3rd party payment gateway arrangement, and they also come bundled with their own payment gateway for those counties who have not yet implemented a similar system.
